Do I need an asbestos inspection in Western New York?

If your property predates 1980 and you are renovating or demolishing, you almost certainly do. New York State requires an asbestos survey before work that could disturb building materials. WNY RPM Solution inspects, samples and issues the written report for properties across Buffalo and Niagara Falls.

Buffalo and Niagara Falls housing is old. Pipe wrap in the basement, nine by nine tile under two later floors, cement siding under the vinyl. It is stable while nobody touches it. The moment a crew opens a wall without knowing, a straightforward renovation becomes a stopped job and a much larger bill.

Inspection

What the survey covers

Pre-renovation survey

Required before work that could disturb suspect material. Identifies what is in the area of the project, so the scope and the price stop moving mid-job.

Pre-demolition survey

Required before a building comes down. Whole-structure survey rather than a single work area.

Sampling and laboratory analysis

Bulk samples of suspect materials collected under proper protocol and analysed by an accredited laboratory.

Written report

What is present, where, in what quantity and condition, and what it means for your project. Written to be handed to a municipality or a lender.

Buyer due diligence

Ordered before closing rather than after. If you are buying in Buffalo from out of the area, this is the survey that keeps a cheap property from becoming an expensive one.

Control & supervision

Abatement project supervision

Inspection tells you what is there. Supervision is what keeps the removal legal and documented.

Containment and work practices

Barriers, negative pressure, wetting and waste handling checked against the required standard rather than assumed.

Air monitoring

Monitoring across the project so occupants and neighbouring units are protected and the record exists.

Documentation and notification

Notifications, logs, waste manifests and clearance records assembled into a file that survives scrutiny later.

Owner reporting

You are told what stage the job is at and what is still outstanding, in language that does not need a consultant to interpret.

Note on scope: inspection, control and supervision are described here. Confirm on the call which portions of physical abatement are performed directly and which are performed by a licensed abatement contractor under supervision.

Questions

Asbestos questions

Do I need an asbestos survey before renovation or demolition in New York?

In New York State, an asbestos survey is generally required before renovation or demolition work that could disturb building materials, under Industrial Code Rule 56. It applies to most buildings constructed before 1980. WNY RPM Solution performs the survey and issues the written report your permit application needs.

What does an asbestos inspection involve?

An inspector walks the property, identifies suspect materials such as pipe wrap, floor tile, mastic, siding and roofing, takes samples, and sends them to an accredited laboratory. You receive a written report stating what is present, where it is, and what has to happen before your project can proceed.

What is asbestos control and supervision?

Once abatement is under way, a qualified supervisor oversees the containment, work practices, air monitoring and documentation so the project stays inside New York State rules. It protects the occupants and it protects the owner, because the paperwork is what proves the job was done correctly.

Where is asbestos usually found in Buffalo and Niagara Falls homes?

In this housing stock it turns up most often in furnace and pipe insulation, nine by nine floor tile and the black mastic underneath, textured ceilings, roofing felt, and cement asbestos siding. Most properties here predate 1980, so it should be assumed present until a survey says otherwise.

Survey first, demolition second

It is the cheapest part of the project and the only one that stops everything if it is skipped.
